加拿大公民、永久居民可以入境，同时以下人员获取豁免也可以入境：
1) Close family members of Canadian citizens
我们理解为加拿大公民的配偶、子女，不包括父母。
2)Close family members of Canadian permanent residents
我们理解为加拿大永久居民的配偶、子女，不包括父母。
3）Seasonal agricultural workers, fish/seafood workers, caregivers and all other temporary foreign workers
我们理解为所有持加拿大工作签证的人士。
4）International students who held a valid study permit, or had been approved for a study permit, when the travel restrictions took effect on March 18, 2020
我们理解为所有于 2020 年 3 月 18 日之前获取学习许可 (Study Permit) 或者学生签证（Student Visa）的人士。
5）Permanent resident applicants who had been approved for permanent residence before the travel restrictions were announced on March 16, 2020, but who had not yet traveled to Canada
我们理解为于 2020 年 3 月 16 日前获取加拿大永久居民签证，尚未办理移民登陆手续的人士。
